About Todd T. DeVoe

Emergency Management Leader. Educator. Advocate for Antifragile Communities.

I’m Todd T. DeVoe, a career emergency management professional, educator, and passionate advocate for helping communities grow stronger through crisis.

With over 25 years of experience in public safety and emergency management, my journey began as a Navy Corpsman with the Fleet Marine Force, continued through service as a firefighter and paramedic, and has evolved into leadership roles across local government and higher education.

Today, I serve as the Emergency Management Coordinator for the City of Inglewood, California and as the 2nd Vice President of IAEM-USA, where I help shape national conversations around disaster policy, preparedness, and community resilience.


My Mission

I am committed to building antifragile communities—systems and people that adapt, improve, and thrive in the face of disruption. My mission is to elevate the emergency management profession through education, mentorship, policy reform, and collaboration across sectors.


Educator & Mentor

As an instructor at institutions like UC Irvine, Cal State Fullerton, and Coastline College, I’ve taught courses in disaster recovery, crisis leadership, and emergency management fundamentals. I bring field-tested experience into the classroom, preparing the next generation of emergency managers with practical skills and systems thinking.

Whether teaching in-person or online, I believe in fostering curiosity, leadership, and a service-oriented mindset.

I’m the creator and host of several emergency management podcasts including:

These platforms allow me to explore emerging trends, share stories from the field, and highlight the voices of professionals making a difference. I’m also the Editor-in-Chief of The Emergency Management Network, where I publish insights and thought leadership for practitioners across the globe.


Advocate for the Profession

Through my work with IAEM, I’ve led efforts to:

  • Expand membership and certification across Region 9
  • Advocate for FEMA reform and community-centered recovery policies
  • Launch initiatives like the proposed IAEM Emergency Management Academy and Senior Fellow Designation

I believe emergency managers belong at the decision-making table, and I work every day to help make that a reality.
